ECFMG is seeking an Exchange Visitor Cultural and Educational Affairs Program Manager in the Philadelphia, PA headquarters. The Exchange Visitor Cultural and Educational Affairs Program Manager, is accountable for ECFMG's cultural and educational programming in support of the J-1 Visa Sponsorship Program.  They are responsible to plan and implement exchange visitor educational / training strategies for TPLs, J-1 physicians and internal staff.  Additionally, the Program Manager leads EVSP efforts to leverage ECFMG's Learning Management System (LMS), ECFMG website, social media and other technologies to advance education, training and compliance  initiatives .  The Program Manager also collaborates with Departmental management to develop programs aimed at gauging the health, safety and welfare of J-1 program participants.  The position ensures that ECFMG adheres to Department of State (DoS) and regulatory guidelines for program administration.


  • Leads EVSP efforts to develop, refine, implement and enhance cross-cultural programming, opportunities and information for J-1 physicians to ensure compliance with the cultural exchange requirement of the J-1 Exchange Visitor Program.  
  • Works with EVSP Senior Manager and Operations Manager to develop and implement programs and processes to monitor the health, safety and welfare of approximately 10,000 J-1 physicians and 4000 J-2 dependents annually.
  • Plans, develops, manages and evaluates education and training programs to ensure that EVSP staff, TPLs and J-1 physicians are knowledgeable of, and comply with, pertinent federal regulations and DOS directives.
  • Provides reports on a regular basis, and as directed or requested, to keep the ECFMG senior management and/or DoS informed of the operation and progress of EVSP cultural and educational /training efforts.


Minimum of three years progressive experience in project management in Graduate Medical Education (GME) and/or physician immigration, while employed by a teaching hospital, academic medical center, legal organization, or government agency.

Strong background in computer-based technologies and data reporting is required.  Experience working with foreign nationals preferred.


  • Bachelor's degree required, Master's degree preferred.
