ECFMG is looking for a professional and dedicated HR Business Partner for its Human Resources department in Philadelphia, PA area.

The HR Business Partner is responsible for multifunctional HR disciplines for designated areas of the organization, including: recruitment of non-management positions; employee relations; review of corrective actions; FMLA and ADA process and documentation; policy and employee handbook recommendations, drafts and edits; facilitating and guiding management on employee relations situations; trains managers and employees on HR functions; handles unemployment and workers compensation claims; works in all Human Resources Information Systems (HRIS), and adherence with regulatory procedures.

The Educational Commission for Foreign Medical Graduates (ECFMG ) is a not for profit organization based in Philadelphia, PA. ECFMG has the responsibility of evaluating qualifications of graduates of international medical schools who seek entry into postgraduate medical education positions in the United States. International medical graduates who wish to enter an ACGME-accredited residency or a fellowship program in the U.S. must be certified by ECFMG. The current requirements for ECFMG Certification include passing portions of the United States Medical Licensing Examination (USMLE). ECFMG has an organizational commitment to promote excellence in international medical education.


The responsibilities and duties of this position include the following:

  • Employee Relations - answers questions from employees and management on the interpretation of HR policies, acts as a mediator to resolve personnel issues with non-exempt staff, responds to employee complaints and facilitates resolution with manager and HR management, conducts basic, initial investigations with non-exempt staff and documents details, and coordinates employees' service celebrations and awards for anniversaries and retirements.
  • Recruitment - handles recruitment for all non-exempt positions, including: ensures that all open positions are posted internally for five days and advertised appropriately, determines appropriate recruitment and advertising sources in partnership with hiring managers, assists managers with updating of job descriptions and ensures consistent formatting, reviews job descriptions for appropriate criteria and meets with managers to identify preferred characteristics of qualified candidates, reviews resumes, phone screens and conducts initial HR interview of candidates while eliminating unqualified candidates, ensures that employment references are completed and reviews red flags with hiring manager, ensures education verification (as required), determines and administers appropriate testing and other screening methods to be used in recruitment process, reviews with hiring manager, presents qualified candidates to hiring manager, and ensures acknowledgements, offer letters, rejection letters and other recruitment-related correspondence are accurate and sent in a timely manner.
  • HRIS - ensuring proper checks and balances for new-hire data entry and employee data changes, trains all newly hired/promoted employees and managers on HRIS's, and works in HRIS systems as related to employees in designated areas.
  • Training - train managers and employees on HR policies and procedures, facilitates behavioral-based interviewing and other HR related topics for managers, and assists and guides managers on interviewing, employee relations, HR policies, corrective actions, performance evaluations, etc., as needed.
  • Benefits - manage all areas of unemployment compensation administration, and administer workman's compensation insurance claims and coordinates employees' return to work authorizations
  • Drafts new policies, recommends, and edits current organizational policies based on legal changes and management/senior staff feedback, communicates and interprets policies and procedures to managers and employees, participates as the project leader for select HR initiatives, and other duties as assigned by supervisor.


  • The job requirements of this position include having a minimum five years experience in a Human Resources department, working knowledge of key employment laws. Two years HR generalist/business partner experience with employee relations, recruitment, HRIS, and/or training required. Bachelor's Degree in Human Resources strongly preferred.
